FRANK CARMICHAEL, PE 
Pavement Practice Leader


Mr. R. F. (Frank) Carmichael III is a Civil Engineer with over 38 years of highway, traffic, transportation, bridge, airport, construction materials, and pavement engineering experience related to civil engineering infrastructure projects. Mr. Carmichael has research and development experience, practical design, and engineering to include plans, specifications and estimates, and construction inspection and management experience.

Mr. Carmichael’s area of special expertise is pavement engineering. He has over 30 years of pavement evaluation, design, construction, rehabilitation, maintenance and planning experience. His Master's thesis at The University of Texas at Austin developed a computer program RPS3 for TxDOT to design JPCP, JRCP, and CRCP Portland cement concrete (PCC) pavements based on all life cycle costs. The program development included modeling and evaluating several sections of high volume heavy load rigid pavements in Houston, Texas, including IH 10, IH 45, IH 610, US 59, and US2 90. He has experience using non-destructive deflection testing data from many types of equipment. He was lead engineer for the evaluation of all the City of Houston’s 5,800 miles of streets for the Department of Public Works and Engineering Maintenance and Right-of-Way Group in 1995 and again in 2001. He recently was lead engineer for the evaluation of all the City of San Antonio’s 3,900 miles of streets.

He is familiar with all major pavement design and evaluation methods such as those of the FAA and US military American Association of State Highway and Transportation (AASHTO), Portland Cement Association and Asphalt Institute Industry procedures, TxDOT, City of Austin, City of Houston, and Travis County.


LINDA BARLOW, PE

Ms. Barlow's project experience exceeds 30 years and includes a well-rounded knowledge of civil engineering work including highway and streets, traffic and transportation, airports, and utility engineering. She has specific pavement expertise including materials evaluation; airport, highway, and street pavement evaluation and design; development of pavement-related construction plans and specifications; development of pavement management plans; and pavement-related research.

Her design experience includes complete construction plans, specifications, and estimates. Ms. Barlow’s experience in the development of construction drawings has included plan and profiles, existing utilities, erosion and sedimentation controls, tree protection, construction phasing, traffic control plans, striping and signing plans, reviewing and incorporating relevant standard details, and development of special details for a variety of special design elements such as bridge widening, ADA ramps, sidewalk repairs, retaining and toe walls, tree root barrier, and tree wells. She has written special provisions for standard specifications and new special specifications for the specific needs of each project.
